Orientation Programme for IAS Probationers of 2009 Batch
An orientation training programme for the IAS probationers of 2009 batch allotted to West Bengal was
conducted from 21 to 25 June 2010 at the Institute. There are five officers in the batch. The programme
consisted of an introduction to the history, people and culture of the state, its physical features, flora and
fauna, social, political and economic environment and an overview of the administrative system, regulations
and processes. After the orientation programme, the officers proceeded to their allotted districts for district
training.
Mr. Gautam Sengupta, Additional Director was the course director for the programme.
Launching of Training of Trainers Manual on
Convergence
The Institute was assigned the task of developing a trainers' training manual on
convergence by UN Resident Coordinator's office, India. The manual will be
used for training development officials in seven identified states in India- Bihar,
Chattisgarh, Jharkhand, Orissa, Madhya Pradesh, Rajasthan and Uttar
Pradesh. The manual was launched in a pilot training programme held in the
institute from 15 to 19 March 2010. The faculty for the programme included Dr
N C Saxena, former Secretary, Planning Commission, Dr Sanjay Kumar, United
Nations Population Fund, Dr Suraj Kumar, United Nations Development Group,
Mr Ramit Basu, GOI-UN Joint Programme on Convergence and Dr Arabinda
Ghosh, Joint Director, ATI. Mr Patrice Coeur-Bizot, head of United Nations
Development Programme in India and UN Resident Coordinator addressed the
valedictory session.

Joint Induction Training for State Services
The joint induction training programme
for the State Service officers of 2008
batch was conducted at the Institute
from 31 December 2009 to 12 February
2010. 44 officers of West Bengal Civil
Service (Exe) and 7 officers of West
Bengal Police Service participated in
the programme. A study tour for three
days to Ramnagar-I Block in Purba Medinipur was arranged as a part of the
programme to give the probationers an exposure to block administration,
panchayati raj set up and implementation of development schemes in the field.
They also visited Ramnagar and Digha police stations and had a first-hand idea
about the functioning of a the police station and the interface with civil
administration. After the completion of the training, the WBCS officers
proceeded to ARTI, Salboni for settlement training and the WBPS officers
returned to Police Training College, Barrackpore for further departmental
training.

I Block
Induction Training for Tripura Civil Service
On the request of Government of
Tripura, ATI conducted the induction
level training of the new recruits to the
Tripura Civil Service, 2009 batch at
ATI, Kolkata as was done in some
previous years. There were eleven
participants. The course was designed
in consultation with representatives of
Tripura government and based on the requirements of the Tripura
administration. Senior officers of Tripura government were also involved in the
programme as faculty in addition to ATI faculty and experts from outside.
The course also included a field visit to Goghat II block and office of Sub
Divisional Officer, Arambagh.

programme and was supported by Mr M L Bhattacharya, project coordinator,
RTI.
Induction training programme for Tripura
Civil Service
Professional Training of WBCS (Exe) Officers of
2008 Batch
The 1st Phase of Professional Training
of the WBCS (Executive) Officers of
2008 batch was conducted at the
Institute from 12th April to 21st June,
2010.Forty-five officers of 2008 batch
and one of 2007 batch participated in
the programme. The thrust areas of the
training course were Executive Magistracy and General Administration. The
course module had inputs in relevant civil and criminal laws, rules and
procedures in government finance and accounts, office management,
important government schemes and initiatives, project management, conflict
management, values and ethics, as well as computer training and language
classes in Hindi and Bengali. Case studies and films were used as learning
tools for lessons on soft skills like conflict management, values and ethics. The
trainee officers also underwent sessions on yoga and meditation in the
mornings during the period. In the classroom, they were divided into two
sections so that the sessions would be more interactive and maximum transfer
of learning could take place. On being released from ATI, the trainee officers
proceeded to their allotted districts for undergoing district training.
